Justice Activity sign a protocol on Cooperation with USSS BiH

In April 2016, USAID’s Justice Activity in BiH (JA) signed a Protocol on Cooperation with the Association of Expert Associates and Advisors in Courts and Prosecutor’s Offices in BiH (AEAA). This Protocol is aimed at enhancing ethical standards and their application as they relate to expert associates and advisors in all courts and prosecutor’s offices in BiH. On behalf of USAID’s Justice Activity the Protocol was signed by Justice Activity’s Chief of Party Biljana Potparić-Lipa, and, on behalf of the AEAA by its President, Dragan Vukajlović.

One of the major objectives of the JA is to support the judiciary in its efforts to strengthen and ensure integrity of courts and prosecutor’s offices in BiH and its employees. In addition to cooperation with the High Judicial and Prosecutorial Council (HJPC), judicial institutions and other relevant stakeholders in BiH, the JA also works with professional associations. Contribution of professional associations to reform processes which pertain to the judiciary in BiH is crucial and constitutes an invaluable resource in creation of sustainable reform solutions.

In 2015, in cooperation with the HJPC and the Agency for Prevention of Corruption and Coordination of the Fight against Corruption (APIK), the JA prepared the Diagnostic Study of Integrity of Judicial Sector in BiH and Potential Risks of Corruption or Unethical Conduct in Judiciary. One of its recommendations notes that is it necessary to carry out an analysis of the issue of regulation of ethical codes and practices with a view of improving them and making sure that identical regulations apply to overall staff in all courts and prosecutor’s offices in BiH, having in mind the need to apply equal standards to all.“

To this end, the USAID’s JA has commenced cooperation with the AEAA and within the framework of its activities, it will contribute to better positioning of the Association in creation and presentation of reform proposals, 2) better awareness of the AEAA membership about the ethical standards in BiH which pertain to expert associates and advisors, international best practices and how the application of these standards in BiH can be improved.
